A 20-year-old woman and a 29-year-old man have been charged with possession of heroin after being arrested at a Dover Casino. According to a WMDT news report, the arrest occurred on the Dover Downs Hotel and Casino on DuPont Highway in Dover. Witnesses reportedly saw the woman ask guests for painkillers and that security observed her exchange a plastic baggie with a man. During the arrest, they allegedly found 403 baggies of heroin. The man and woman face multiple charges including possession of heroin, possession with intent to deliver and conspiracy in the 2nd degree.
